TOURNAMENT RULES
 
 
The rules of this tournament shall be in accordance with USYSA, FYSA, USSF, AYSO except as modified and approved herein.
 
1) Team Eligibility
 
This tournament shall be open to all teams comprised of properly registered youth players as defined by the rules of USYSA, FYSA, USSF, AYSO and it affiliate members. The maximum number of guest players allowed on a team shall be three for teams U12 and below, and four (4) for teams U13 and above.  No player may play on two teams. Competition will be available for both boys and girls teams. Teams applying to play “up” an age group must be approved by the Tournament Committee. All roster sizes pertain to a particular game.
 
U9-10 teams will play 6v6 format
U11-U12 teams will play 8v8 format
U13 and up teams will be playing 11 aside
 
2) Player/Coach Eligibility
 
Players/coaches must be legally registered to USYSA through their respective State Association in accordance with USYSA registration requirements. All USSF affiliated teams are required to present player passes that have been issued by their governing body at registration and prior to all matches. Player passes must be current and valid indicating player name, State association registration number and date of birth. Passes must be verified, photo attached and laminated.
 
All teams participating in the tournament must provide notarized medical authorizations for each player. These authorizations shall be presented at registration and kept by the team at the field available for presentation to tournament officials upon request.
 
The maximum number of players on any one U9 & U10 will be 10. U11 & U12 team shall be 14. The maximum number of players on any one U13 – U16 shall be 18. U17 and above may have 22 players on their roster, with 18 active per game.   Any team fielding an ineligible player will be disqualified and its tournament fee will be forfeited. A player may compete for only one team participating in the tournament. In the event a player is found to have played for more than one team in the tournament, ALL THE TEAMS that the player played in will be disqualified.
 
3) Age of Competition
 
For this tournament, age classification will follow FYSA guidelines.

4) Pre-Game Procedure
 
Credentials checks shall be conducted at team registration/check-in and at the field prior to each game to insure that all players are registered with USYSA, and to insure that all players are properly rostered with their team, and that all are participating in accordance with representations set forth on the Permission to Host Tournament Form. Referees shall check off players participating in the game on a copy of the roster furnished by the coach. This roster is to be retained for attachment to the game report.   The referee will assemble his assistants for pre-game instruction and review of tournament rules. Referees will handle teams in accordance with guidelines set forth on the USYSA Permission to Host Tournament Form. The referee or assistant will check player equipment in accordance with tournament rules and USYSA/FYSA rules concerning player equipment. In no event will a referee allow a player to participate who has not been verified by the Tournament Credentials Committee. A player who arrives at the playing field after the pre-game procedure, may enter the game once the game official(s) verify the player is eligible and with the permission of the center referee.
 
Only at the pre-game procedure may a player be challenged by an opposing manager/coach. Challenged players will be noted by the referee on the game report and will be allowed to participate in the game.   
 
Only coaches and players with passes are permitted in the team’s bench area, all others must go to the spectator side. A team will not be allowed to participate without a properly registered coach.
 
5) Team Contact
 
Each team, at Check-in/Registration, must provide the name and phone number of the coach or a designated contact person who can be reached at any time, should the necessity arise.
 
6) Laws of the Game
 
All games shall be in accordance with the FIFA Laws of the Game, except as modified below.
U-9’s & U-10’s shall play 6 v 6, U11’s & U12’s shall play 8 v 8 and U13’s and above shall play 11 v 11. Teams that play 6 v 6 shall have no more than 12 players on its roster, 8 v 8 teams shall have no more than 14 players, while 11 v 11 shall have no more than 18 players on its roster.
 
Ball size 4 shall be use for U-9’s, U-10’s, U-11’s & U-12’s, Ball size 5 shall be use for U-13’s and above.   Home team is the team listed first on the schedule and is responsible for providing a game ball. The field of play for U-9’s & U-10’s shall be 35 X 50 & for U-11’s & 12’s 50 X 70 and U13’s and above 65 x 110. All field dimensions are elastic and may vary some depending on the location.
 
Substitution shall be made from the midfield line and are unlimited. Substitution may be made only upon proper notification of the referee at the following times: A) Prior to a throw in by the team in possession. B) Prior to a goal kick by either team. C) After a goal by either team. D) After an injury by either team, when referee stops play. E) At half time. No substitution will be permitted at a corner kick. Also, if a coach/trainer enters the field to attend an injured player, that player must be removed from the game and may not re-enter until the next opportunity. This also applies to the goalkeeper.
 
7) Player Equipment
 
Player equipment must conform to FIFA rules. All players shall wear shin guards. Teams will wear uniforms of matching designs and color with a minimum six inch number affixed to the back of the shirt. No two players may wear the same number on the field at the same time. In the event of similar team colors, the team listed first will be required to change. The uniform of the goalkeeper must be different in color from the colors of both teams. 
 
Metal hair clips and jewelry are prohibited. Hard casts are not permitted; however soft casts are permitted only if they are properly padded.
 
Orthopedic braces are permitted if the player has written statement from a physician stating that he feels the brace is necessary and no further injury is likely to occur to the joint that is supported by the brace. Also, if the parent has signed a waiver to free USYSA, FYSA, AYSO, US Club Soccer, it’s affiliates, the tournament, tournament committee, site officials and the hosting club of any claim against the aforementioned or their insurance company in case of further injury to the joint protected by the brace.
 
The Center Referee shall be the final authority as to the legality of players’ equipment.
 
8) Referee/Assistant Referee’s
 
Referee & Assistants are required to conduct a pre-game check where they will verify the players & coaches’ passes, their rosters and equipment. After the game, the referee shall complete a game report and turn in to the Site Director. After the game report has been submitted, they will receive payment for their service.
 
The Head Referee will ensure that the game report forms are properly completed and presented to the Site Director at the completion of each game. Uniform numbers must be accompanied by player names if a card is issued.

Note, in some cases a team may be required to play more than 2 games per day. If this is the case, the Tournament Director may make adjustments to game lengths if that were to occur.
 
The home team will supply the game ball and will retrieve it from the field at the completion of the game.
 
Water Breaks will be mandatory at the mid point of each half of regulation play during a natural stoppage in play. They will be no shorter than 1 minute in duration and the game clock will continue to run.
 
Mercy Rule will be implemented once the score reaches an 8 goal differential at any time after the completion of the first half.
 
10) Control Of Sideline Conduct
 
Players, coaches, and spectators are expected to conduct themselves within the spirit of the Law as well as the letter of the Law. Any player, coach, team official or parent exhibiting or
threatening violence to anyone (player, coach, referee, spectator, or Tournament official) will be grounds for immediate expulsion from the tournament,such determination to be made by the
appropriate referees and tournament officials. The Site Director will designate one sideline for the use of the players and the opposite sideline for the spectators. The manager/coach is responsible for the behavior of their fans. A team’s parent/spectator interference can cause the team to receive a forfeit or expulsion from the tournament. The Tournament Director would make this decision. No one is permitted behind either goal/end line. I. Spectators must remain behind the spectator line and coaches must remain in the coaches area.
 
When serving a suspension, the suspended party must check in and remain at the site tent through the duration of the game, or alternatively may be asked to leave the park.
 
Alcoholic beverages, smoking, use of profanity and animals are not permitted at the fields or parks.
 
Mechanical noise makers are prohibited.
 
11) Post Game Procedure
 
As a mutual courtesy, both teams may meet and congratulate each other. Coaches shall then pick up their passes and confirm the score. The coaches will insure that their respective team area is left clean for the next team to follow.
 
12) Discipline
 
The Tournament Director will review and rule on all reports of unacceptable conduct by players, coaches, fans & referees. All players and coaches shall be subject to FYSA discipline & sanctions. A player or coach ejected will have an automatic 1 game suspension regardless of the cause of the ejection. Depending on the severity of the unacceptable conduct, the Tournament Director will always enforce the minimum FYSA’s suspension guideline and may recommend the suspension of up to the duration of the tournament with further disciplinary action by the team’s respective Association. The Tournament Director recommendations will be available to the affected parties no later than prior to their next scheduled game. At the conclusion of the tournament, passes will be returned to the coach even if the suspension has not been completed and a complete report will be sent to FYSA.
 
13) Determination of Group Winners
 
Finalists will be determined through a seeding format or by a division winner’s format. The Tournament Committee will decide which format each age group and bracket will follow. This will be announced prior to the commencement of competition. The rules to determine tie breakers will be the same for either format. Each team will be awarded three (3) points for a win, one (1)
point for a tie and zero (0) points for a loss. At the end of the preliminary rounds, if the finalists for a particular age group and bracket are determined by the division winner, the division a winner will be the team with the most points in their division. In the event of a tie within a division, the following criteria will be used to determine who moves forward:
 
1. Head to head competition (this criteria will not be considered in the case of a tie among more than two (2) teams.)
2. Goal differential to a maximum of four (4) per game. 
3. Most goals scored to a maximum of four (4) per game.
4. Least goals allowed to a maximum of four (4) per game.
5. Number of Shutouts
6..Penalty kicks in accordance with FIFA rules.
 
In the event of a tie among more than two teams, once a tie is broken by the above system, and if ties among remaining teams still must be decided, those ties would be broken by starting again from the top of the tie breaking procedure. In the event that a wild card team must be selected for the play-off rounds, the above procedure will be used across the entire age group and bracket involved. If a division winner does not show up for play, the division team with the next best record shall be named the division winner. In the event the finalists for a particular age group and bracket are determined by seeding, the finalists (or semi-finalists if applicable) shall be determined based upon the two teams (or more if semi-finals are applicable) with the most points in the overall age group and bracket involved. In the event of a tie, the same criteria as utilized for division winners shall be used to determine the tiebreaker. In the event there is an age group(s) and bracket in which semi- finals are held, to be determined in the discretion of the Tournament Committee, the foregoing rules shall be applied to determine the teams that shall qualify for the semi-finals.
 
14. Playoffs
 
A. Winners or top seeds of each division/age group-bracket shall advance into the playoff rounds.
B. If a wild card team must be selected for the playoff rounds, that team will not be assigned to play the winner of it’s own division in the first playoff round.
C. In the case of a draw at the end of regulation time in the playoff rounds, the winner will be determined as follows: The best of five penalty kicks taken alternately by each team will determine the winner. Only those players on the field at the end of regulation time of the playoff game may compete. If the penalty kick score is tied at the end of the five kicks, the teams will continue to take penalty kicks alternately until there is a winner. All players on the field must kick before any player may kick a second time.
 
15) Forfeits
 
A minimum of 5 players constitutes a team for the U-9’s & U-10’s, a minimum of 6 players constitutes a team for U-11’s & U12’s and a minimum of 7 players constitutes a team for U13’s and above. In case a team does not have the required number of players to constitute a team, it shall be allowed a courtesy of 10 minutes. If a team has the minimum number, then the game begins. After the 10 minutes if the team is not ready to play, a 4-0 forfeit will be awarded to the other team. Remember that a team must play in all its game to qualify for the semis & finals.
 
 
16) Protest
 
No Protests will be permitted.
 
17) External Conditions, Weather, Field Closure, Etc.
 
In the event unusual conditions necessitate the rescheduling, curtailment, or cancellation of games, the Tournament Director shall have absolute authority to make changes in order to best serve the interest by a certain time period. In case of extreme weather (heat/humidity) the referee shall allow brief stoppage of the game to allow players on the field a water break.
 
18) Championship Awards
 
Following the completion of each championship game, the two competing teams will present themselves to the tournament tent to receive their awards. In cases where there is no championship game because there was a Round Robin, 1st & 2nd place teams will present themselves to the tournament tent to receive their awards.
 
19) General
 
The Tournament Committee/Director, USYSA, FYSA, AYSO, US Club Soccer or the host affiliate will not be responsible for any expenses incurred by any team due to the cancellation in part or whole of this tournament. Cancellation of this tournament may occur because of unusual or unforeseen circumstances, such as bad weather, field closures, teams dropping out, etc. Only if a team does not get to play any games, the Tournament Committee/Director may refund the registration fee minus 20% of the tournament entry fees.
 
The Tournament Committee/Director interpretation on the foregoing rules and regulations shall be final. The Tournament Committee/Director reserves the right to decide on all tournament matters. The Tournament Committee/Director has the responsibility to uphold any previous suspension imposed by FYSA/USYSA/AYSO/US Club Soccer. The Tournament Committee/Director reserves the right to make changes which are in the best interest of the tournament. The Tournament Committee/Director shall have a copy of the tournament rules at all game sites.
